I hate to be the one to burst your bubble, but competitive pvp in Guild Wars isn't something you can just begin at the drop of a hat. Any serious play will require owning all three campaigns and the expansion, not exactly an inexpensive venture. Then there's the Balthazar Faction unlock system. Even after you sink all that cash into the game, it will take months of playtime just to access all the skills and equipment upgrades.
That being said, here's what I suggest you do:
1) Look through the stickied thread in the Q&A forum about deciding which game(s) to purchase first. I recommend Prophecies, but you can do the reading and decide for yourself.
2) Check out PvXwiki. It's a compendium of builds for all manners of play, including the various forms of pvp.
3) Experiment. It's not the end of the world if you take a crappy skillbar into Random Arenas, Alliance Battles, etc. You might be called some names at first, but eventually you'll get the feel for what works and what doesn't.
4) Check back here when you actually know a little something about the game. We can help you a lot more when you have a solid knowledge base than when you ask, "Hey, I'm new...can someone tell me how to win?"

Meh, you can still be plenty competitive in the Random Arenas if you're starting from scratch and/or only own one campaign. Random Arenas are usually more fun anyway, so I wouldn't rush out and buy all the campaigns until you're ready. But then, I'm a slightly more PvE player than PvP, so perhaps I'm a bit biased.

meh random arenas is not fun cause so many people bring reallllllly bad builds and its like a fest of badness usually... srsly warriors frenzy healsig mending flare warriors meteor shower rangers eles using all necro skills monks using healin breeze mesmers just to fast cast and still suck dervishes just spaming enchants and doing no dmg what so ever catch my drift?
but yea if you want to pvp and love it go to the forum thats lookin for new pvpers i guess join one of those do some TA get some gvgs in and maybe if you havent bought anything i would say buy nightfall since the ranger meta relies on natstride imo and burning arrow then if you love it so much buy the original guildwars for cripshottttttt
also it doesnt take months to unlock all skills you just gotta be gud at pvp imo win gvgs to get 1k faction woo one skill right there or something just pvp all day or be madd rich and buy every skill
but usual 4v4 build is this for ranger
12+1+1 expertise
10+1 marksmanship
10+1 wilderness survival
3 protection prayers
burning arrow/crippling shot
savage shot
distracting shot
apply poison
natural stride
mend touch
troll ungent
res signet
and have fun be pro at interrupts and you win maybe
but yes ra is not in any way competitive and is an infest of real badness srsly
