I'm surprised you're using a basic PvP axe build in PvE with minor variation.
classic PvE builds will include the Triple Shot warrior:
Triple Chop
Cyclone Axe
Whirling Attack
Flail/Frenzy
Sprint/Rush/Enraging Charge(if not using Frenzy might as well switch for a 2nd utility/defensive skill)
Healing Signet/Lion's Comfort
"Watch Yourself!"/"Shields Up!"/other utility(secondary profession skill may come here)
Res Sig

and the classic Earthshaker warrior:
Earth Shaker
Crude Swing
Whirling Attack
Flail/Frenzy
Sprint/Rush/Enraging Charge(if not using Frenzy might as well switch for a 2nd utility/defensive skill)
Healing Signet/Lion's Comfort
"Watch Yourself!"/"Shields Up!"/other utility(secondary profession skill may come here)
Res Sig

both these builds are very similar, however they can be played differently if you choose a different secondary or add/remove a utility skill, both are flexible builds that can be streched to your liking

there's also the Dragon Slash/Crip Slash sword warrior that does well in both Pve and PvP, Crip Slash is more towards PvP but can work well in PvE as well

I rotate between swords and axe pretty often and my general set up is 11 str 11 tac and 14 weapon mastery first 4 skills are your choice last 4 are flail, watch yourself, lions comfort, and a rez (recently been using finish him) axe elite is normally tripple or evis and for sword its hundred blades first 4 skills are (for me anyway)

sword - whirlwind attack, sun and moon strike final thrust, hundred blades
axe - disrupting chop, evisc or tripple (if enemies in area are known to bundle up) ,executioner's strike, penetrating chop.

maybe not the best builds around but I used the sword one in paticulare to get legendary guardian so can't be totally useless. hope this is some help to you. as for the sword vs axe thing I am totally neutral depends on my mood which I use. I'm also aware stance cancelling is lacking with this build but it doesn't really effect me too much.
