I realize this is kind of a strange question since you cant really guarantee that anything will drop for sure, but is there anywhere these things drop more often? Do they drop more from chests? Are they linked with the mob i.e. ogres drop ogreslaying and +10 vs ogre shields? Ive seen shields drop from eles so I know anything CAN drop one, but I was wondering if there was anywhere that was more common than others.

Nope, vs Whatever stuff isn't linked with monster or location, I've had 20% charrslaying stuff in the Shiverpeaks and the like.

Personally, I'd just find mobs that drop well whatever you're after (shields, axes, whatever) and farm 'em in HM if you really must farm.

Just farm areas that are really easy to clear, with the possibility of gold drops. Just remember that if you're farming in proph or factions and you get the mod you want on a really bad shield, you're stuck.

I would say it is easier to farm a high lvl area, and then use the money to buy the mod from another player

Youd be surprised how many people go "Oh I just merched one of those, no one ever buys them" =/
