hmm Im not sure if you can dual smite fow. In ascalon warriors treads build you can dual E/A

Never had any problems doing it in NM or HM, as 600 Mo/Mes with visages, and a Mo/x smiter.
The Shadow Beasts receive low damage from the enchantments, so have your smiter signet/wand them. Abyssals - hit Spirit Bond as you are on the ground, so you'll recast it asap before the next KD occurs. Also, don't aggro 2 abyssals at once.
The skeletons are huge fun to double aggro in HM ... very thrilling to tank, and they still die extremely fast to the holy damage.

It's faster for the tank to use Spirit Shackles.

I tried Dual Smite build before in NM and was not impressed.
Now I find Dervish + Bonder much more entertaining and effective. Pretty fast and you can kill almost everything except scales. (have not tried hydras)

don't think FOW can be done just with tank/smite-bonder in a DECENT amount of time..
i'd bring along a SS or shutdown mesmer.. speeds up groups with monks A LOT (and free's a slot for the tank as well, as you don't have to bring visage - which is useless for the 2mo+2me groups in the tower anyways)..
your inventory will be full after the battlefield anyways, so you don't have to worry about the 3rd person stealing your drops..

Dunno what's considered decent, but a HM run through the initial Shadows (left route) and then all skeletons takes me ~20-22 minutes if double aggroing where appropriate.
I never bother going into the forge temple anyway, as our inven is full by then.
Interesting about Spirit Shackles, will have to give that a try. =]

after the HM update i tried FoW duo just twice and we had problems to get down the monks.. maybe it's just my/our problem, but as said.. there are 'nough drops for 3 ppl anyways..

TIP for farming fow with 600hp tank and smiter would be never to agro a group which contains or which will lure more than 1 shadow monk.
