You can use Elemental Lord if you go Mesmer/Ele with quick casting for Lightning spells.
This will increase your elemental damage a little bit. +2 would have been even better, at 14 lightning damage and good fast casting but hey beggers can't be choosers. But for primary Ele, yes there's no point bringing that enchantment along as there are better, more important ones.
Although you can view it differently. You don't need a superior rune now to max out your attributes, saving you health in the process. Grab a major rune, save some health and use that Enchantment to boost attribute to 16. (standard). Or even with the glyph of elemental power, certain spells can be cast at 19 attribute!

The nerfs to the Elementalist PvE Only skills just made them useless. The nerfs to the sin and paragon skills made the unabusable. I still like spinning around with my sword and hammer, but it took the cake when I spun with a scythe and daggers.
I hope ANet doesn't take away my spinning dagger build from me. /sarcasm.
Yet, in honesty, they are dead. Let's move on.

now, i havent played gw for a while and didnt even get a chance to test the skills, and still havent
But wen i seen the update notes .. i died a little inside, and anet just pushed me away again.

I kind of like intensity still...maybe I'm wierd. I also use +20% enchanting to get more use out of it.
I feel like they should increase the % dmg increase though. Maybe, at rank 6, have it be 35% instead of 25%.
That, or increase the duration to 15 seconds.

What I don't really get, is why they actually made those 2 skills in the firstplace. Look at it, SF or MS and all those other AoE fire skills are already good enough. The idea of these skills was to make the more unused professions usable. But since they just buffed the SF builds with intensity+elemental lord, they had to nerf them down to oblivion. Why couldn't they give us some sort of special ward instead, something just a tad more creative? The skills we got was pure raw damage boosters, which just made the other professions (like mesmer) even more unwanted. They could've made something entirely different (like a AoE support spell?), but no.
I don't think they are going to delete elemental lord and intensity and replace them with 2 other skills, but I am atleast allowed to dream. Please A-net, fix this.
