Since most of Earth Magic is defence, i would suggest some type of Ward Spammer and maybe Unsteady Ground as your Elite( since your factions)
Maybe something along the line of
[skill]Earth Attunement[/skill][skill]Arcane Echo[/skill][skill]Unsteady Ground[/skill][skill]Ward Against Melee[/skill][skill]Ward against foes[/skill][skill]ward of Stability[/skill][skill]glyph of lesser energy[/skill][skill]Resurrection Signet[/skill]
Do you have nightfall and prophecies? Because i just assumed you have factions

[skill]unsteady ground[/skill][skill]ash blast[/skill][skill]dragon's stomp[/skill][skill]glyph of lesser energy[/skill][skill]ward against elements[/skill][skill]ward against melee[/skill][skill]earth attunement[/skill][skill]flesh of my flesh[/skill]
The Wards are interchangeable depending on what you need, Dragon's Stomp can be subbed for Stone Daggers (more spammy, kinda bad) or Churning Earth (bleh, tbh).
Earth isn't all too strong without Eruption, tbh, in PvE.

My Elementalist:
12+1 Earth, 12+1 Energy
[skill]Sandstorm[/skill][skill]Magnetic Aura[/skill][skill]Obsidian Flame[/skill][skill]Ebon Hawk[/skill][skill]Ward Against Melee[/skill][skill]Dragon's Stomp[/skill][skill]Earth Attunement[/skill][skill]Stone Daggers[/skill]
Swap in [skill]Churning Earth[/skill] rather than [skill]Magnetic Aura[/skill] in areas where enemies are trapped in position or otherwise stand still, such as the Riverside Provence mission.
Last night I swapped out [skill]Dragon's Stomp[/skill] for something else, but I can't remember what it was right now... It might have been [skill]Aftershock[/skill], as I just took my Elementalist to Marhan's Grotto, but if it was I haven't tested that change yet. It might have been that I Kept both Magnetic Aura and Churning Earth and got rid of Dragon's Stomp instead. Chances are though, I just swapped it out for Signet of capture so I could farm elites for my water mage heroes...

This build wins...
Though I run the exact same build, and never have energy problems...so GoLE is a bit redundant IMO.

Yeah for factions, unless you want to basically be a full time defensive party buffer, you're going to want to base your build around Unsteady ground and probably eruption for AoE damage and melee shutdown. Personally I like Sandstorm better, I know blasphemy because it R not having knockdown, as an elite for raw damage potential in the earth line but unless you have access to Nightfall you can forget that idea. Ebon hawk is your superior choice for spammable damage since it can also apply weakness fairly easily in PvE. Obsidian flame is a nice finisher but beware the exhaustion. If you try to spam it like you would any other 5e spell you'll run into problems real fast. I always try to make room for Ward against elements and ward against melee in my bar. the other casters in your party will love you for it since you will primarily be laying it down only when your backline comes under fire. If you want to be anti melee go with unsteady ground. If you want to try to pack in more raw damage and have access to nightfall I highly recommend Sandstorm despite the lack of love it gets. I find it, in most instances, to be a far more effective damage dealer than unsteady ground. the build I generally use looks a little like this.
[skill]Earth Attunement[/skill]
[skill]Glyph of Lesser energy[/skill]
[skill]Unsteady Ground[/skill]or[skill]Sandstorm[/skill] if you have access to it.
[skill]eruption[/skill]
[skill]ebon hawk[/skill]
[skill]Ward against melee[/skill]
[skill]ward against elements[/skill]
Now in this eighth slot you can either bring a res or , if you trust your monks to stay alive and not die, you can forgo the res and bring along [skill]Deep Freeze[/skill]
I know a water line skill in an earth build with no points invested in water attribute. Not only that but it's what? 25e. Str0b0 why? I know but hear me out. GolE +unsteady ground+Deep Freeze or if you have sandstorm replace unsteady ground with that. Now you have them snared and unable to exit the area of damage as quickly. It's much better if one of your party members can bring a snare,I personally use Zhed set up as a water ele for snares to augment my Sandstorm build, but in a pinch this can maximize your damage output in the earth line without breaking up your attribute points.

The 3 second cast time on Deep Freeze is extreme though. I'd say Shared Burden if you didn't need your elite slot for Sandstorm, but what about Ice Spikes?
Or casting the freeze before the sandstorm...
If they are going to move away, they will probably do it before the 3 second cast time is up. And if they aren't, you don't need to freeze them anyway.

the reason no ice spikes is because the reduced movement speed duration scales with water attribute. HCT mods generally kick in often enough to make it worth the investment although you can certainly precast it easily enough. Timing is more the issue than anything else I suppose. It just depends on whether you are comfortable with a lesser duration on the snare or not. Personally I'm not but that's just me.

I just use Eruption > Unsteady > Churning....
Eruption starts the damage, Unsteady keeps them in it, and Churning just adds a little bit more damage, and more knockdown if it is HM.

Eruption is fun
I actually used this in HA and GvG before, wouldn't recommend it, but it was sure fun to see.
Edit: wouldn't recommend since it only worked against bad teams... and it is very limited in what it can do (spam eruption).

Eruption spam is always fun.
Could you use [skill]Ward of Weakness[/skill] with [skill]GlowStone[/skill] to gain some energy and annoy people?
I always did like [skill]Ward Against Foes[/skill] for annoying warriors and sins in RA.
Just came about with those ideas off the top of my head. They could work decently in pve. But many builds that work in pvp work very good in pve

I recently started a Nightfall E/Mo as Earth. Current skills are:
[skill]Armor of Earth[/skill]
[skill]Stoneflesh Aura[/skill]
[skill]Earth Attunement[/skill]
[skill]Earthquake[/skill]
[skill]Aftershock[/skill]
[skill]Stone Daggers[/skill]
[skill]Balthazar's Spirit[/skill]
[skill]Healing Breeze[/skill]
I had to use tomes for Earthquake and Balth's Spirit. If you're Factions, you'll have to use tomes for Balth's Spirit and Stoneflesh if you want it (Dragon's Stomp = Earthquake). Currently 9+3 Earth, rest split between Healing Prayers and Energy Storage.
Basically an Earth Tank build with point-blank AE. I use it for solo farming XP and minor cash and Sunspear points - works fine against groups of three lvl 13-15 skales or larger groups of lower-levels. One group usually nets me more than 1000xp. The higher levels survive the AEs, but they flee right afterward, which is good since it allows time for healing and re-buffing. Then another Earthquake/Aftershock usually kills them. If they're close to death I just spam Stone Daggers at them to finish.
If I can get another tome, I'll probably pick up [skill]Crystal Wave[/skill], which should kill most groups in one sequence. Not sure this will work when mobs get tougher, though.
I'm still in starter armor, but the damage I take is enough for HB to heal through.
Oh, this is pure solo, obviously; for missions and partying, I just take whatever I know I'll need for the quest.
[Edit] Forgot to add - my E/Mo is level 11 right now
