That's not an issue, AR will stay up all the time with proper play and builds.

Be lazy -> Soldiers fury
AR although 25e usually leaves you w/ 5e remaining just enough to use a cheap anthem and gain back more than you lost. Also once you get the adr you need to spam GftE! you'll have more energy than you can use.
I find that I usually use more leadership/pve skills than those in command or motiv. I only really spec into com/mot to meet my shield req.

Use it when you enter the explorable area. Bring along a 5e anthem, and keep spamming that with your party until you get back to full energy. When you get into battles, you'll be spamming shouts, so there's no problem with keeping it up.

Unfortunately, heroes often refuse to use Aggressive Refrain until they enter combat. I'm honestly not sure what causes this, so if anyone knows what "triggers" heroes to use Aggressive Refrain let me know.

The triggers I've seen tend to be random. Sometimes I can make Hayda use a Mending Refrain on myself and suddenly she will decide to use Aggressive when her energy gets back to 25. Sometimes if I use a chant first and then click the AR they'll put it up. Sometimes I just have to be closer to an enemy.
Other times... green checkmark just sits there until I throw my first spear or call a target just outside my bubble. Flee, Guard, or Attack, doesn't seem to matter.

When you're microing AR on a hero, you have to target the hero for them to use it right away.
