My N/Me thought that was nice - but then switched to N/Mo with Divert, Aegis, PS and a condition removal because it was better!

Who cares if a necro has passive e-management?
The OP's question was "what can I do with my mesmer in pve", and HEV is one of the options. It's pretty situationnal, but there are tons of zones with hexes (FoW, torment, southern shiverpeaks, echovald forest for instance). And of course, if hexes are uncommun, use another build!

Mesmers won't have a dominant build for all situations. If you want to do mindless c-space play, be a SS nuker. If you can tie your own shoes, you can figure out ways to cause plenty of damage and cause chaos for the enemy.
[skill]cry of pain[/skill] can fit on any bar. The condition is easy to meet, and the rank for Sunspear is among the easiest to meet for useful damage. [skill]cry of frustration[/skill] gives AoE interrupt AND damage. If you just want damage, [skill]arcane echo[/skill] and [skill]energy surge[/skill] will dish out some nice AoE damage. Throw in an e-management skill like [skill]power drain[/skill] and you can do plenty of damage as a Domination mesmer, as well as cause chaos through interrupts.
PS: [skill]guilt[/skill] is good if you want to keep it in the Domination line.

As a mesmer you need to abuse enemy behaviour.
-Empathy
-Backfire
Those two skills you will find handy in all situations. Another good skill of course is MoR. HEV lost it´s value in PvP as it is more balanced now. You´ll need some e-management:
-Power Drain
-Drain Enchantment
Now of course you will need a ress:
-Signets work; but given fast casting maybe take another hard ress like Flesh of my Flesh
And last but not least:
-Necrosis
-Cry of Pain
Both Sunspear PvE skills that dish out so much damage it´s hilarious.
Note: you can´t take a hard ress if you have Necrosis. Imo you should just go signets anyway, you shouldn´t die in PvE anyway (at least not in NM)

mesmers are really a more experienced player class. they have a great way of being able to adapt to any situation skill choice wise, and in order to do that, you'll need to have some extent of know-how about the games monsters/locations ect. as a fan of mesmers i'll admit when we're outclassed at times, but what egotist seem to forget, is that all classes are inefficient or "outclassed" at times. i play warrior way more than mes, and im not as great in EVERY situation at EVERY time (although we are pretty versitile, and really able to do just about anything..)
just test out skills, try out new things, mix and match professions often, and try to have fun with it. its a game.. although for some.. an ego trip

Paragons are "outclassed" when up against Vocal Minority with stacked hexes. That happens with one kind of monster...Good ol' Dreadgaze Dryder's. Undead in NF to a lesser extent.
