This Elite spell should have its uses for both PvE and PvP.
In PvE, I can imagine that this'll make the Assassin play a bait, or diffuser role. They'll use Shadow Step, cast Shadow Form, then run into mobs to make enemies use their big spells. By the time Shadow Form ends, Shadow Step will have taken them out to safety.
Now in PvP, this spell should be any flagrunner's dream. Of course, the real trick in using it would be to survive its after-effects. Illusion of Weakness should be one possibility.

The problem with using this on a A/Me or Me/A with Illusion of Weakness is that you are using your elite for this ability, so all the good energy management options are gone.

You still have drain enchant and inspire hex. I was going to post an Illusion of Weakness combo as soon as a read this. Illusion of Haste would round things out on a runner: (IoW,IoH, Shadow Form, Shadow step, diversion...)

Well, a flag runner with this and recall up on a monk would do very well. Just walk to the flag, cancel recall, run back for the next flag, and cast and heal yourself on the way back. An assassin monk with this and some kind of quick heal would also be ideal for entering the enemy base.

Ab Fun w/ a sin/ranger
Whenever you are in Ab with shadow form, slip over to the enemy base and use shadow form to get past the base defender. I don't know if this will work but you guys can give at a shot. Also try to run in there with a mob and maybe you could take a far rught or left and be out of the base defenders range. This would also be good if you are a longbow ranger so when you go off to the side, you can range the spawning enemies. This will also work good if you are an R/A with good marksmanship. Try doing this and PM Makit Ploge and tell me results

Nope.
Doesn't work. Shadow Form defends against Spells and attacks, a 'Skill' such as Base Defense goes through.
