Poison tip requires intelligent use to be any good, generally using it before you want to fire your main attack chain but only when its needed. Ive been using it in PvE recently as a "time to spare" skill. Whenever My interrupts are recharging or im caught in a split second moment were im not really doing anything, I would use poison tip .
Ive found it actually works as an e-management alternative to apply. Apply can get costly and will eventually drain you of energy in drawn out fights.
Its true downside that makes it not as good as apply is the cast time. If this was lowered to 1 Sec, Recharge 1 Sec, it would still have the same problem. It needs to be lowered to 1/2 cast at most for it to be considered effective.

i used it in AB..on my monk, to kill people faster while protecting npcs.

Yeah it is a downside, but most sigs have a 1 sec.+ casting time. PTS is good for BA rangers especially if you are focusing on one target, because you can put up PTS and wait for it to recharge then fire a BA then PTS+BA again and a few more hits/interrupts and they're dead. And it allows you to add other preps to your bar.

Ive been using poison sig inconjuction with scavengers focus in a ranger/para build for RA.With para skills you can cause a number of condtions
with criticals from "Go for the eyes" chuck in lighting spear and you have some realy high dmg.I tend to use mainly adrenaline based skills so I can lower expertise to up my command attb for a shield and to buff up GOFE for crits.

lol nah, i use natural stride and zb, mel resiliance isn't so good for AB, but maybe i'll go to RA and solo teams, LOL.

I use the signet often in my builds... some of my builds still require for me to use apply but I prefer the signet for the fast recharge and the ability to still throw in a prep when it is needed

It is kind of nice that it requires less Wilderness Survival to have the same duration as Apply Poison; Apply hits 11 seconds of poison at 10 Wilderness, PTS has 11 seconds at a mere 6.

Poison tip is ok, if the build allows apply take it. But if you need another prep or energy is a problem then tip sig is great, its just that its compaered to the best source of poison in the game :P.

I recently used PTS and find it most useful in places where most things can't be poisoned, but it is still useful,like in The Temple of The Damned, where the enchanted and the ghosts don't get poisoned, but the ghouls and Charr can be.
Places like this make the signet viable while not using a less useful prep to achieve the same goal.

I use this all the time in pve. It's a fast way to start degening someone during the middle of a fight. Hit the sig and it activates quickly and is active for like a minute. Also great for that 1st shot. Works with other skills including barrage on the main target only, but still that's extra damage and a condition to contend with. It does use 10 energy, but if you know how to play that isn't a problem. I try to keep 9-10 in expertise and I switch bows for energy or damage.
Try it out and see if it's right for you.

You can just unlock it, it's Wilderness Survival, but it's from GWEN so of course you'll need that as well. Works decent with Glass arrows, but every time I've run Glass spike it's been hard to fit things into the skill bar so the PTS is kinda not worth fitting in sometimes. It just adds poison to your next attack, no straight damage.

I guess PTS may be used in the instances where a well coordinated spike would benefit from the use of another prep, eg: GvG, TA, HA, maybe RA. But in AB, where you may be facing an extremely large amount of people, the ability of apply to spread poison about is unrivalled.
It might be good for other professions, i guess.
