They are 20% mods, not 16% mods.

I'll try to simplify it for you.

The chance to trigger one is 20% (1 in 5)
The chance to trigger the other is 20% (1 in 5)
The chance to trigger both is 4% (1 in 25)
You cannot trigger both without triggering one or the other.

20 + 20 - 4 = 36

36% to trigger one. 4% to trigger both. Yay math!

It is 32% to trigger one and only one, 36% to trigger at least one, and 4% to trigger both.

Here's a handy diagram showing a trial of the 25 possibilities:

A triggers 20% of the time; 1 in 5 times (AAAAX)
B triggers 20% of the time; 1 in 5 times (BBBBX)
Both A and B trigger together 4% of the time; 1 in 25 times (X)

The number of times that at least A or B triggers is 9. Therefore there is a 9/25 probability (36%) of at least one triggering. There is a 8/25 probability (32%) of one and only one triggering. There is a 16/25 (64%) probability that neither trigger.

Half Skill Recharge mods do stack, but if both would have procced at the same time (a 4% chance), you still only get 50% of normal recharge time, rather than the superfast 25% of normal recharge time. So it's still quite useful.

Ah yeah, I just misread. I remember that nerf now
I still have the 36% chance on a half recharge time.

That's an interesting way of putting it. It makes the effect of the mods weaker than what I would have predicted without doing the math.
