It doesn't matter - anyone created in any campaign can get any skill, provided you've bought every campaign.
Anyho - Nightfall has the best Fire elites - Mind blast (ftw), SF and SH (not as ftw, still better than other crap)
Prophecies has the best Fire non-elite - Rodgort's Invocation.
Really, just make an ele in the campaign you think has the best character appearances rather than the best skills - you can get any skill regardless.

I created an Elementalist in the Prophecies campaign simply because I am new to this game, I like the story, I like the learning pace and most importantly the looks of Elementalists created in that campaign.
No matter what campaign you start in, you'll still be able to get the skills of the other ones, right?

Create it in any campaign you like really, although as pointed out by Stormlord, nf has the best fire elites.

As with most any character...Prophecies has the best skills. Though, as said by people before, Nightfall has the better elites in Mind Blast, Savannah Heat, and Searing Flames. I agree with making the Elementalist where it looks better and then moving into the other campaigns for the skill bar you want.

QFT. It really doesn't make that much difference where you start.

I would go for Prophecies. It's longer, and people may be getting tired of it (I'm not), but it's still the best campaign.
Lots of commonly used elementalist skills are Prophecies campaign, too.
Also, I'd say Prophecies has the best-looking characters. Lots of Factions faces have the character's mouth open slightly or just plain ugly faces/anime ripoffs. Nightfall is good, though some of the hairstyles (and lips on females) are kind of overdone.
As always, Prophecies prevails.

Screw skills, you should worry more about how your character looks.
Find which campaign has the best looking characters that suit your interests and go with that. I started out this game on Factions, but I can't tell you how many times I wished I started on Prophecies.
If you're really worried about Nightfall elite skills, you could always just do a few rounds of PvP and unlock them with Balth faction and use a tome.

QFT.
Factions is probably the best game to go through, purely because its extremely easy... You can get to lvl 20 in just a couple of hours. I hate prophecies.. Its long, its boring and the storyline is pathetic. (prince abondons father, prince dies, kill some undead stuff, kill some jungle stuff, get ascended at the desert, kill the undead prince, kill the lich) And somewhere along that you also kill some dwarves and what not.
I have only completed proph once, on a factions char. Prophecies is a drag... and getting to ur 15 attribute point quests (droks and desert) are both annoying to get too.
Nevertheless.. My lvl 10 ele is from prophecies.. mainly cus i like the looks >_>. Think il go to eotn on my ele and just do kilroys dungeon till lvl 20. Doesnt take long, or so one of my guildies says.

you're best bet is starting in the game ou like the look of best.
impo NF has the best storyline and best looking chars. but that said factions will lvl you up quicker...
the skill thing doesn't matter, by the time you get to lvl 20 you have pretty much all the skils from the rest anyway... and the others are easily obtained with a tome or two... or just visiting the other continents.

Prophecies -- Least expensive, you get like dozen more skills from quests than other campaigns (but low area is long)
Factions -- Fastest, but least freebie (At least in NF you get free hero skills pts)
Nightfall -- In between.
Pretty much all the decent elite skills are Nightfall skills, but you can bring a character from another campaign to get that skill.
Other than that, I am more concerned about character appearance than anything else. Prophecies characters look more European, Factions characters look more Asian, while Nightfall characters look more Middle Eastern.

its best in nightfall in my opinion as there are groups that pile up easier and when you complete nf you can go on and do DoA solo
