Gust is actually useful in this build lol. And the best part is this would be run on a mesmer with 13 fast casting and 14 illusion!

Instantly recharging, massive and complete hex removal + complete condition removal and very energy effecient heals. ftw imho.

I'd assume that other builds would have to have 8 elites to, so those can't be run other than shroud. Plus no one ever brings the first two skills in the first place.

I'd swap [skill]Plague Signet[/skill] with [skill]Melandru's Resilience[/skill] I think, doesn't look like you'd need PS when you have Contagion ^^
