I question paragons with 9+1 spear mastery and 9 fire magic. Does that have any more damage output than a typical 12-14 spear paragon?

Only thing I can think of is a build using "They're On Fire!" in conjunction with Anthem of Flame. There's P/W build that uses both. Not sure about a P/E though.
Wasn't there a para build though that used Conjure Flame with Cruel Spear for a heavy hitter?

Your build has no IAS. [Aggressive Refrain] would not only help you build adrenaline quicker, but it will also you get more use out of Conjure Frost due to you attacking more frequently. There is absolutely no need for Frigid Armor for two reasons. Firstly, you no not need extra armor. Secondly, the burning from Cautery Signet will be removed by Dunkoro quicker than you can say "The Great Destroyer fails @ PvE".
In most instances, there are much better elites than Cautery Signet. Cautery Signet could be taken in areas of heavy conditions, otherwise, leave it alone, and use something like [Focused Anger], [Soldier's Fury] or [Cruel Spear].
Another build problem is that you have no method of applying deep wound. Ranged Deep Wound is a great strength of a Paragon and it would be silly to not use [Merciless Spear], [Cruel Spear] or [Vicious Attack] (since you have "GftE!").
I actually don't have a problem with Steam. I used it on my own Paragon once upon a time and, since you're speccing into Water Magic anyway. The additional effect works well with Blazing Spear, and is not too bad in a fun build.
But still...if you want a "Paragon is Serious Business" build....gogo Imbagon.

Alternative attribute spread could be:
Spear Mastery: 11 + 1 + 1
Leadership: 9 + 1
Water Magic: 8
Command: 8 + 1
...if you wanted to be able to meet the requirement of most shields, but in all honesty, through a lot of PvE it is possible to live with the 8 armor off the shield anyway.
