if you're going with an organised group then most would expect savannah heat and meteor shower to be in that build, along with arcane echo
if you're then then.. well, please, atleast loose flare

Your current build... is bad.
It could do with a lot less Flare and Fire Storm - weak skills - instead, use Glowing Gaze and Fire Attunement to power spamming Searing Flames.
I'm assuming this is for tank n spank?

You dont need to arcane echo Searing Flames - the downtime is so low you can spam it and recoup alot of your energy back with Glowing Gaze and Fire Attunement.
Not sure if its necessarily the best thing to go with in every area in slavers but it depends on how it fits in with the rest of the group. The last time I played the first two dungeons in slavers I was playing a Ward Against Harm/mass slow hexes water ele and my job was basically to keep things fairly static whilst a Savannah Heat ele nukes the ever living butts out of everything in the ward. Then we had 2x Dwayna Dervs on the first Dungeon and a splinter rit messing things up with more AoE since everything kind of mobs together.
If you want to run SF you might as well go with Glowing Gaze, Mark of Rodgort, Immolate, Liquid Flame, Flame Djinn's Haste, Fire Attunement and a hard rez. That way you will have mass burning covered and will trigger damage from Searing Flames off of Mark of Rodgort. Its pretty single minded but I suppose if you just want to burn stuff it does an admirable job.

the best build i find is a complete harsh nuking. i dont know how to do the little icons but here it goes anyway:
1. fire attunement
2. glyph of sacrifice
3. meteor shower
4. savahnah heat
5. searing heat
6. tenai's heat
7. intensity or liquid flame
8. arcane echo or ress
this is coming from someone who has done duncan the black several times and can also tank so its good information, trust me!

ive run slavers a good 100+ times, messed around with everything I could think of using on my ele. best 2 builds I've found are promise nuker and SH with a snare.
AP is for people who know what they're doing, a requirement which to be blunt you don't seem to fit, so I'd stick to SH.
Go something like ... Fire attune, arcane echo, SH, Searing heat, teinai's heat, glyph of lesser e, meteor shower, deep freeze
i like deep freeze as the snare since you dont have to spec any points into water magic for it to work... If you have an OB tank or even ursans walling somewhere, deep freeze will keep everything in the heats...

Ele Mental- deep freeze has a larger radius of affect. When summit come crashing down on your tank, chances are they aren't going to be all "nearby," but mostly all will be "in the area." Deep freeze is a more effective snare, and having it frees a spot on your tank's bar if they are obflesh. And if you are using Ursan tanks in Slavers (which is by far the fastest way to do it - unless you can beat 85mins for full run with Duncan in HM), they have no snare, just their knockdown... making deep freeze even more essential.
I always laugh at eles with AoE bars that have no way of keeping the foes in the AoE. the last waves of heats will NEVER hit a HM foe that has not been snared or KD'd.

[skill]Breath of Fire[/skill]
[skill]Fire Attunement[/skill]
[skill]Rebirth[/skill]
You can replace [skill]Rebirth[/skill] with [skill]Arcane Echo[/skill] and replace [skill]Breath of Fire[/skill] with [skill]Rodgort's Invocation[/skill] or another good skill.
And a tip as an Ele- Never ever take [skill]Flare[/skill] or [skill]Fire Storm[/skill]!
And don't go without an Attunement.

i've done slavers loads of times with the same guild grp, no one takes deep freeze because a) the tank takes grasping and b) we co-ordinate meteor shower.
so actually they ARE snared and they ARE kd'd

I've found that most pugs ask me not to bring a rez since the monks will take care of it and most of the times that works really well. Its nice having the extra nuke in place of rez.
A lot of ele's will bring Glyph of Sacrifice for the Meteor Shower. Personally, I've never cared much for it outside of PvP, but that's up to you.
I was concerned at first about having so many 15+ energy skills and so I substituted Bed of Coals for Searing Heat/Teinai's, but I rarely have energy problems and I'm even forgetting to hit my glyph half the time. I run with 102 energy and we usually have a BR Necro in the group helping a bit, but even so the necro's top priority is the monks.

Why flare? You got already [skill]Searing Flames[/skill] and mostly if you got Big mobs u can use [skill]flare[/skill] but its better to got [skill]Meteor Shower[/skill] and [skill]Savannah's heat[/skill],[skill]teinai's heat, [/skill][skill]searing heat[/skill] and Maybe Ursan works aswell
