Bull's Strike is a much better snare than Rake will ever be.
And if you're spiking a target with Evis, chances are they're snared or KD'd anyway, making Axe Rake a piddling attack with no real purpose.

Rake is pretty laughable in practise.

Generally you would want to follow Eviscerate with Executioner's Strike. A spike is intended to be damage compression; Axe Rake doesn't allow that. Instead, it does a job that with any luck you already should HAVE done - snaring the opponent.

Given, in PvE there aren't any infusers.
