for PvE Triple Chop hands down, as you will face large mobs rather than single targets...
for PvP either Eviscerate for a casual axe user or Decapitate(with a weapon switch) for a hard core spiker

I prefer Cleave for it's simple spammabilty. It's perfect for lazy Tab-->Spacebar players like me :P

I would take Eviscerate in both PvE and PvP because it deals deep wound and still pretty good damage, leaves an open spot when you throw out dismember. It's just my playing style

In PvE I always use Eviscerate. More adrenaline needed than Cleave, though it adds a deep wound.

Cleave is essentially an elite skill form of Executioner's Strike (though with a little less adrenaline requirement). Still, Cleave vs ES, you could just bring ES and still have room for an elite.
