I recently came up with this PvE build and have been having tons of fun with it.

Though it lacks a shadow stepping skill, I can always rotate out a skill for one. And I have disrupting dagger in there because I hate going out without an interrupt. Shadow Refuse is mostly for emergencies, but I don't actually use it too often. I can perhaps replace that with a shadow step or something. Could even go A/Mo for a hard rez. Whaddaya think?

try that. or maybe even blades of steel for the dual attack
I think the idea behind his build is the whole... unblockable thing. However, I would go with shattering assault as your elite, not flashing blades. Use combo, then shadow step/run like hell. Thats what an assassin is good at, thats what it should do

The running like hell part doesn't make for great PvE play if you hero/hench a lot though. I don't know if that's the OP's way to play, but I can see the build working pretty well going at it alone. I'd probably add some kind of snare though, to deal with the annoying kiting casters.
I've never been a fan of the whole fox combo, expose defenses or maybe even unseen fury do the same job with one skill, and allow for a stronger combo. Coloneh seems to have made a decent variation though, death blossom is usually a must in PvE
