Think you need to post this thread on PvP instead of here.
Anyway, I think Mark of Rodgert will do a better job. Burning is 7 pip of health degen.

But at 9 Fire Magic, the burning caused by Rodgort will only last 3 seconds, while the poison caused by Poisoned Heart will last 10 seconds.
This build is a little too situational for my taste, if the enemy team doesn't cluster you're not quite as effective as you could be.

Just thinking about a possible variant you could switch [skill]Heart of Holy Flame[/skill] for [skill]Pious Renewal[/skill] it lowers the energy you gain by 5 and some health but increases damage by adding 3 seconds of burning at 8 mysticism.
or switch out [skill]Signet of Pious Light[/skill] for [skill]Heart of Holy Flame[/skill]

Adding another enchantment would mean you can drop your Earth Prayers to 8 - only need 7 Earth to hit max Sanstorm damage with 6 enchants, but 8 is the breakpoint to get +3/enchant from Mystic Regeneration.
I would run 8 Curses for Poisoned Heart: -3 degen on you, 10 second Poison duration)
With just 8 in Earth and Curses, you can bump up Mysticism and also get your Scythe up to a 9 base... with that, your autoattacks will be causing pressure damage, especially with the IAS from HoHF. So, it would look like:

I'm not sure the extra poison damage really makes up for the lack of mobility you suffer by not taking an assassin secondary for AoD. That was whaty made the Mystic Sandstorm build so scary. You could teleport into a bunched group a full radar length away, fire mystic sandstorm and drop huge damage plus conditions and then poof you were back,sometimes it looked like you never even left. As it stands now you could easily be stripped as you waded into the mod, thus cutting your damage down significantly. I like the creative thinking, but I question the effectiveness of it without the shadowstepping ability. You're reasoning is good though. If you are the lone dervish using this build then you need to drop as many DoT conditions as possible to ensure a kill, just don't forget that the effectiveness of the build is based on your ability to get in there with all your enchants still on, drop sandstorm then get out and AoD is perfect for that.

True I've played with that build and do miss it's mobility.
Sidenote. Poisoned heart is a 5 mana cast now.
Other things you can do while wading through the mob is spam Pious Renewal and other enchants and spam Sig of Pious Light as a support healer.
