If you have druids armor and a +5 energy bow, your problem is not your equipment, it's your build. Invest more points into expertise and/or equip lower cost skills. Base bow damage is usually relatively low compared to warrior weapons and such. Damage on a ranger comes from spamming skills and using buffs such as preparations to deal more damage with your arrows. Keep in mind also, that utility is a very important part of being a ranger and can make up for dealing low dps. Also, this may seem obvious, but make sure you meet the requirement of your bow. If you don't your damage will be pitiful.
To post your build, you can simply name the skills you have and attributes. If you want it to look fancy type [.skill] without the . then the skill name followed by [/skill]. Basically [.skill]Apply Poison[/skill] will look like [skill]Apply Poison[/skill] when you type it out in a post without the . in it.

Barrage builds are 'centered' around the elite skill [wiki]Barrage[/wiki]. They generally consist of Barrage, one or two interrupts, one or two damage increasing spirits and some utility skills like (self) defense, selfhealing and resurrection skills.
The build your guild member gave you is a start. Basically you start by using one preparation just before entering battle (and whenever it runs out). Decide before hand which preparation. Use Hunters Shot against a moving foe, Savage Shot to interrupt important skills and spells, Troll Unguent when your health his getting low.
Try to get expertise to 8, 9, 12 or 13 (or even 14), wilderness at > 8 and marksmanship as high as possible, usually 12~16. These off course when you have all your attribute points.

Barrage has it's uses, but more often than not, there are better choices that one can make on elite choice, especially since there is a larger selection of elites available with the release of Factions and Nightfall.
