Shutdown? SS or insidious parasite.
Caster shutdown? Breadhead arrow.
blah blah blah. Everything a mesmer can do another class can currently do it better in pve. PvP is another story, sure, but this is a noob, fellas. Don't make him hate the game by not being able to join any pugs for the whole game.
the problem here is that the dude might not even find the mesmer class to be sucky unless he really looks into it!
ignorance is bliss as they say.
and the thing that you are forgetting - fun.
the mesmer, even in it major glory as being THE suck in pve, is a fun class! and it being his first character he wont have anything to compare it with.
again - ignorance is bliss.

its a fun class and you will learn a lot if you wish so!
have fun with it!

(my first character was a necro/mesmer and i have to say that is one of the best options for a starting caster in gw. you have the easy mode that the necro brings and the mesmer to experiment a bit without having to worry about e-management! just in case if you want to switch )

I personally wouldn't recommend mesmer as first profession to play since they are one of the most difficult to truly excel in. I've always found its better to play other classes first and see what skills they like to use or use most often. Then when you play as mesmer you know what skills to interrupt to make targets of those professions ineffective. That being said, mesmer is definitely a fun class to play.

mesmers are also exponentially more powerful in hard mode because of their ability to truly shutdown key targets, something that no other class can do effectively in hard mode.
