Not really so much with a ranger. Wielding a bow with Frenzy is still inferior to wielding a sword/axe/hammer/scythe with frenzy, skills aside of course.

It's an 8 second, un-linked IAS that can be kept up as long as you need it and can be cancelled on demand by Natural Stride. Its a very good skill for a Bow Ranger when used sensibly.
Consider Tigers Fury. Lasts maybe 1 second longer, with a significant stat investment, gives you less IAS, deactivates your utilty skills for 5 seconds and will most probably cost more too.
Frenzy is a *very* nice choice when running things like Incendiary Arrows, Glass Arrows and Melandru's Arrows as your prep elites.

Why not have a pet? Its a distraction for the AI and it provides a little more dps even with low stats.
Why not use Echo? Its cheap and its very useful for making up for skills with long recharges or skills that need to been used more often then normally are. Its a secondary profession skill in his case but big whoop its still a very good skill to have.
Punishing shot isnt really that good, Savage shot has the same effect and damage on a target casting. It has a horrible recharge on its own. It can be ok in the right build but its far from a great skill. And the thread is about high dps builds which Punishing shot isnt.

Dual Shot ... two arrows each at 75% .... 150% ... which is the same result as from a 33% IAS, like frenzy or flail, but those need only one skill and without using an elite. Besides, even when echoed Dual Shot is only available every other shot.
Echo may be useful, for instance with Dust Trap, but not very much with Dual Shot.

Agreed, Echo has it's limits. Dual shot is honestly a poor choice unless you are using a high-powered prep. Basicly your shooting two arrows that are not only crippled from the beginning with a -25% damage penalty each, but each arrow is further reduced by armor. When used in conjunction with a high-powered prep (I'm not sure RtW is even sufficient) and/or a weapon enchant (ie...brutal weapon) AND followed by a quick set cast attack skill (Punishing Shot) it can be quite damaging....but still nothing amazing unless you are coordinating with another player or two (or hero's like Sod does!). Really, spike damage has it's place, but you can do so much more with those skill slots, and still mantain a decent spike skill (note singular) to aid others in your party in a spike.

Bringing a pet with low beast mastery will provide some extra damage, but the extra dps is incredibly low. Having a pet also means that you may easily have your skills disabled at a crucial moment. Unless you have a specific plan for your pet (i.e. MM food, extra attacks to hit dazed foes, etc.), it's going to be pretty inefficient to bring your pet.
Using Echo with Dual shot is a waste of an elite and will not is generally a bad choice for the reason others have already pointed out.
Punishing Shot doesn't give great DPS, but it does provide a decent spike to finish off targets before they can regen or heal, which may be better than simply having more pressure at times. It also brings some utility to the table by being able to interupt. Since you aren't going to be dealing great dps wielding a bow in the first place, bringing utility can merit your place in a group.

Usage
Before entering the battle, throw brutal weapon on yourself if your energy is almost full. Use read the wind and pick your target.
Thou should use your skills in this order: Keen -> Quick -> Needling -> Quick -> Savage. After your target's hp has dropped below 50%, keep using Quick + Needling shot combo and use Savage when needed.
Vampiric or zealous weapon should be used with this build
