Conjure Phantasm > Conjure Nightmare. Our Mesmer over here doesn't have a lot of spare energy.
And unless in GvG you have an unreliable monk or you're splitting 5/3 (even though you don't need it even if you split 5/3, and looking at your build makes me quite sceptical you're splitting anyways), you don't need a self heal. Energy > Health, or Ether Prodigy would have been crap.
You don't need to spread your attributes too thinly - Fast Casting has a decrease per attribute level. So...
Fast Casting: 7 +1
Illusion: 10 +3 +1
Inspiration: 9 +1
Curses: 10
This would be my suggested setup. This is for Valk.

Thanks for the comments guys.
Lightning Hell.... what Necro skills do you think I should be taking with me? I noticed you have curses set at 10... is this for Price of Failure?? Or something else??
Also, Ill take note about the energy stuff. Maybe Drain enchantment is a good sub?

Depending on the intent... PvE or PvP your success may vary. Wastrels Worry is fantastic in PvE... it is spammabe and VERY energy efficient.

Well, he's trying to do GvG.
I would suggest a Rend Enchantments, and/or a Shadow of Fear.
EDIT:
Here is your build:
Ineptitude
Clumsiness
Phantom Pain
Distortion
Inspired Hex
Energy Tap
Spirit of Failure
Res Signet
I suggest:
Ineptitude
Shadow of Fear...? Or just go back to Clumsiness, and drop Curses down a notch. Like, Illusion 10 +1 while Curses 9.
Distortion
Inspired Hex
Drain Enchantment
Spirit of Failure
Price of Failure
Res Signet

Ok, this is what I ran today with a very good group and we won 15 times in a row. I could even hold my own against 2 Warriors at times, although it was tough. Most times one Warrior would be no problem but taking on multiple is just hard with no armor. That being said I really had a lot of fun and great success with this.
This is what I ran:
Ineptitude
Clumsiness
Phantom Pain
Distortion
Inspired Hex
Drain Enchantment
Spirit of Failure
Res Signet
Really, I had no energy management issues what so ever. I just wish some of my skills would recharge faster! All the same, I was very able to hold my own.
The only thing I'd like to squeeze in would be some nice necro skills such as Price of failure or Shadow of Fear. I noticed FnlD ran a build like this and had Rotting Flesh... so maybe thats an option as well...
So far this is what I think Ill go with... but if anyone has more suggestions on things to swap out I'd love to hear.
Thanks a ton for the help guys!

yeah, pretty good build for some who has only been playing for 1 month. Then again, people tend to learn pretty fast with mesmers, or they tend to die quite quick.
If i was going to put diversion in, i would drop blackout. You getting almost the same shutdown time (ignoring the 3 sec cast to time) but crucially it wont switch ur skills of, u dont have to touch the bugger, and if they cast theo diversion they get their skill locked. Wastrels is nice, especially as a nrg waste spell (targets feel compelled to use a skill to stop dmg)
Try and stick diversion in there if you can. you already got blind from ineptitude, but it only lasts 10 secs, and then ur out of luck.
Lot of ppl dont like ether lord, but i like it, especially if u use it on that 5 nrg. It makes a difference in that nrg recovery peroid, and its a right pain for the target. Other than that, its a good build, and i sure wouldnt want to meet you in RA

Hey mate!
Check out my updated build above. I dropped the Domination portion and just kept it as Illusion/Inspiration.
Had a lot of success.... the only spells I really miss are Blackout and Diverson (yes I did give it a try after and it is fantastic)! But I found that with what I am running here now I have great energy management and can still dish out some very good damage. This works best with a interupting Ranger/Mesmer since none of my skills do that (which is the biggest downfall).... mostly this is for fun, in RA/TA but it has been working very well for that.
About only playing for one month... yah, I've been playing PVP for almost that entire Month. I have one char at like lvl 10 and everytime I play I just think "I could be PVP'ing right now" So thats really where 99% of my time goes. Very great game, and I truly love the player vs player aspect. Makes me love the game even more.

what valkyries said- if u only have 1 odd skill in domination its worth putting the attribute points in insp/illusion.

This build looked alrite half-way through and then stopped making any sense whatsoever. Inepti/Clumsi/Conjure/Phantom is fine but you should think about putting this in perspective. I used Inepti/IoR/Conjure/Cume Pain during the FPE and it was 10x better. Btw I wouldn't worry about leeching the wars with miss hexes- blindness is cool BUT it almost never stays on (monks will remove it, or wars will purge sig/plague touch it). I'd just take some nrg skills like Drain Chant and/or Tap, Distortion (always), and maybe smth like Ignorance to make sure no Heal Sig bs.
