Needling arrow
All I can say is this skill is insane.
The key is the 1 sec casting. This is 5x better than quickshot is and its non elite.

Have you tried this skill yet or just by reading it?
It sounds awesome on paper. Haven't tried it. And I am never a fan of Quickshot.

Used it. Even if it doesn't recharge right away its 4 sec recharge is normal.
dual>needling>quickshot>needling>quickshot>needlin g>quickshot>needling and on and on and on

Do you know how much damage it adds on the arrow when foe's health is above 50%? There are lots of cool new skills!

+17 dmg always. if target is below 50% recharge immediatly.

It's not +17 damage, it's 17 damage. Also, the move has a slight delay after casting it, around 0.3-ish.

This could make for a nasty combo. Use a small spike to lower the target's health, and then blast away on needling.

Yes I misread this ast more dmg but it only does the dmg stated. Still very powerfull under orders so it doesn't matter.

It'd also work well with Broad Head Arrow. Once the opponent is dazed they are interrupted easy. So you could use Needling Arrow as a cheap, instantly recharging interrupt.

Just to clear up a few things, the skill is good but not THAT good.
As pointed out earlier it does 17 dmg always, not +17. Quickshot on the other hand adds your bow dmg. I've done 100+ dmg on a single quickshot before with only read the wind and 16 marks. That's not possible with Needling shot as you would only do 17 + read the wind dmg always.
The things that make this a nice skill is the instant recharge when target foe is below 50% health. Combine with maybe, kindle arrows and you can dish some nice dmg.
Overall quickshot is still the better skill IMO.

Quickshot is an elite so no its not better.
You are also forgetting that you can incorperate this into the current ranger spike very easy to finish off a target. Sometimes you just need a really fast hit. Doesn't matter if does any dmg.
This owns anyone under dazed. Trappers don't have a chance without using their new elite. Add orders and rtw to the mix and you have a skill that does around 50-60 dmg with instant recharge and 1 sec casting. That completely owns quickshot.

You seem to be forgetting that the target has to have less than half his health in order for you to spam it. And honestly, instant recharge is not that much of a difference of 1 recharge time.
You also say combining orders and read the wind...well if you did that with quickshot you'd do more dmg + you dont have to have him at half health to spam. You're basically saying if you were able to spam the equivalent of distract shots with no recharge (50% health or less only), it would do more damage than spamming a quickshot every second which isn't true.
At balth's temple, I justed tested 16 marks quickshot with RTW on a 60 armor target. 73 damage was about the highest. Now I'm sorry but, if you had a needling shot that does only 17 dmg and use Read the Wind, you'd only get about 27 dmg ever shot at 16 marks. And you cant even spam that until he's half dead anyways.

Tiger's Fury (or flurry, if you rely on preps/enchants more than marks damage) and Quickshot is a better idea for continuous damage, but I DO think this could be popping up with a Dual + OotV spike to finish anybody off before they get infused.
We >still< don't know how much faster needling shot moves, and without that, we can't really compare it to quickshot.

The real trick with Needling Arrow is the timing. With a little good timing, a damage buff preperation, and Archer's Signet (because I'm evil), this skill can deal a HUGE ammount of damage in a short period of time. Obviously not as effective if the opponent's health is above half, but once you get them below, Needling Shot becomes deadly.
