No to both. Flurry, like Enfeeble, only affects the base weapon damage. Additional damage is tacked on at the end.
This is best tested using high strength or tactics, no weapon attribute for your weapon, flurry, and a skill like Power Attack or Desperation Blow. The base damage will be about 1-2 per hit under flurry, while you'll still add on the full weapon skill damage.
The Vampiric effect is added on independently as well.
