There are literally thousands of N/Me builds for PvP. So let's narrow it down:
1) What do you want to do? Spike, Degen, Support?
That's all you gotta tell us. What team are you working with and such.

Life Transfer {e}
Life Siphon
Energy Tap/Power Drain
Paracitic Bond (cover and 1 dgen)
Shadow Strike
Vamp Gaze
Dark Pact
Res

Pick a target (pref not the boon prot)
LT > PB > LS > PB and Shadow, Vamp, dark pact where needed.
Watch out for interupts, you might want to Life siphon first to draw the hex removal, or indeed draw out the interupt.

If you want some support Sympathetic Visage, even without attributes helps negate war dmg on your monk.

16blood, 8inspire, rest in soul (you can in vest the spare change in curse)

Many counters to this, but effective in RA since the teams are less organised, still effective but less so in TA

Life Transfer is trash, really. Comparing cost and recycle time to the actual effect it is bad enough, the fact that it is an elite really kills it.

Here is a build that allows you to spread a lot of spammable degen hexes, with enough energy to fuel it:

Mass Degen
Necromancer/Mesmer

Curses: 11 (10+1)
Blood Magic: 15 (11+4)
Inspiration Magic: 6
Illusion Magic: 8

Faintheartedness (Curses)
Conjure Phantasm (Illusion Magic)
Life Siphon (Blood Magic)
Parasitic Bond (Curses)
Offering of Blood [Elite] (Blood Magic)
Inspired Hex (Inspiration Magic)
Distortion (Illusion Magic)
Resurrection Signet ()

Conjure and Life Siphon are your real money skills in this build, with Parasitic and Faintheartedness as extra degen covers, with nice side effects. Inspired Hex is nice if you can pull of a hex that you can use yourself, and it's a bit more energy.

Well this isn't degen, but it is a N/Me build and while it may not be the best build ever, it is quite fun to play.

Attribute Points:
Blood: 16 (12 + 3 + 1)
Soul Reaping: 4 (3 + 1)
Inspiration: 12

Skills:
Signet of Midnight {E} (15 second blindness)
Plague Touch (Staple of the build)
Signet of Agony (10% sac, 46 damage AoE, bleeding to plague touch)
Vampiric Touch (Steal 77 health, spammable)
Signet of Humility (13 second Elite disabler - can continuously disable a target's elite)
Blood Renewal (+6 regen, 200 health heal at the end)
Mantra of Inscriptions (78 seconds, 45% faster recharge)
Res Sig (Just 'cause)

i like that. i'd drop blood renewal for leech sig and it wont do much killing but it would sure piss people off.

Yep it's a real thorn in your side build. Not meant for killing. Just cross your fingers that the rest of your team is fairly compitant.

Illusion 8
Blood 12
Curses 13
Soul Reaping 8

1 Life Siphon
2 Faintheartedness
3 Parasitic Bond
4 Suffering - Malaise - Plague Touch
5 Enfeeble
6 Distortion
7 Offering of Blood (E)
8 Res

You job: spread degen on everything. How you do it: press 1 + 2 + 3. You have a flex slot you can choose what to put depending on the situation. In smaller teams Plague Touch is better, in larger teams either Malaise or Suffering. Word of caution: you job is to spread degen, not focus on one target while the rest are having a ball. The overall damage output of this build if used correctly is huge. In GvG, you will most likely see a N/Mo with draw conditions instead of distortion.
