You get it as a reward in the quest "False Gods" in Temple of Ages.

Note that with the Blessed Signet it is gained 3 energy for each enchantement which requires maintenance; no energy is gained for enchantements without maintenance requirements...

Blessed Signet - the engine that runs a bonder's build. This is probably my favorite skill, seeing as how I am always called upon in Tombs to bond parties of 8 squishie targets.

It only counts enchantments that are maintained - i.e., that subtract a pip of your energy regen while they're up.
