Both ways of getting are right I believe.
Some people live by this for interupt rangers. Taking out a caster for 17 seconds basically is teh sex.
Though some don't run it just because Rangers are so effective at interupting anyway.

Former Ruling: The beauty of this skill is that if you nail one caster with it, everyone becomes an interupter, so you can turn your skills on someone else.

Nailing a monk can be very nasty for him - he will require other's monk help to remove it or else...bad for him. Use it in the middle of the battle, when monitoring conditions and hexes is tough and removing them all is more tougher.

Expensive?, not if you invest some points to expertise. At 16exp it's cost is @ 9-E. Not bad and even at 12 or even 15 with 10-12 in Exp it's a small price to pay for the nastiest condition in the game. This skill and a little attn from your teammates can take down any caster.

Problem with it is - It is expensive even under Expertise.
You say..under expertise its like 15e...and thats not too bad...well...You fall to remember all those other skills that cost 10-15e, are getting the same bonus from expertise and are at 4-5e now.
And if you miss - Thats a great loss for you.
It doesnt "shut down" monks anyway..making a 1/4 cast time or so monk spell into a like a 1/2 cast time spell..your still not going to interupt them much.
its better to shut down eles.

This skill is kinda fun in PvE. Sometimes, the monster just doesn't seem to get it. For example, last night I was farming with a Warrior buddy of mine, and I shot one of those "tree" guys that like to put Retribution on everything around them. The monster got stuck in a loop - it just kept trying to cast Retribution over & over, even though it would get interrupted every time. It was quite amusing, really. Wonder if that could work on some of the tougher bosses?

Granted, it will always be more expensive than other skills. That is true no matter how much Expertise you have. But at the same time, no one would suggest that trappers stop carrying Dust Trap because of its cost.
So you've got 3 Frenzied Warriors pounding on this guy with one attack just under every second, and every hit interrupts. That averages to 1 no-brainer interrupt every 1/3 of a second. You've got a really good chance of interrupting even those 1/4 second spells for 17 seconds straight.
This frees you to start interrupting the next Monk with Distracting Shot or whatever, giving the Protector Monk no backup. I assume it's Protectors you are talking about because the only 1/4 second skills that a Healing Monk has are Healing Hands and Infuse Health.
