IMO, the best Dual Attack for PVP. Any idea what town it's capped in?

I think all of the non-elite factions and core skills are available in Kaineng Center? Correct me if I'm wrong.
At any rate, I know that Horns of the Ox is available there. |

Incorrect. They are only available there if you have already unlocked it on your account. If you haven't they are all available at different towns. For instance, when I was getting Gift of Health for my monk, I had to go to Harvest Temple to find it.
Sure, I could spend 1k faction, unlock it and then buy it anywhere, but I'd prefer not waste the faction. |
