Could try the devourers outside Druids Overlook. They're fairly good xp while still being easy to kill, especially the plagues, who also seem to drop an abnormal amount of rare items(mostly crap though).

You could try Talmark Wilderness (south west of ToA, IIRC), there'll be some level 20 Forest Minotaurs, Fog Nightmare and Ancient Oakhearts. Most aren't in a big mob apart from the roaming minotaurs. If you take it slowly the Fog Nightmares pop out of the ground one at a time. Easy for a lone ranger and his pet to kill for reasonable Xp. Nice, peaceful region to wander around and explore too.

If you're at all picky about the evolution of your pet, the Minotaurs outside of Ice Tooth Cave offer decent experience in a very easily controlled enviroment that's perfect for making sure you get the type of pet you want.

I lvled my pet outside gates and ice cave. But I hated it as it took forever. If you want some fun, just use him in pvp random arenas, which surprisingly works. my pet went from 14to 16 without me even realizing it.
If you're not picky, B/P group, hands down. a lot of experience, potential ectos/greens, and easy with 7 other people. I wasted several days trying to get a dire, but ended up with a nonevolved(elder) snow wolf anyways. Maybe in a couple years I'll try for a dire again, but not anytime soon.

the only pets you really have to "train" are aggressive -> dire
so here is my getting dire pet build
pet starts at lvl 5 - go to gates of kryta mission, equip call of protection and symbiotic bond, lots of pet attack skills (high beast mastery attribute) and maybe some healing
leave the gates of kryta warp zone, the mergoyles outside gates of kryta are weak and easily killed so your pet will take little damage, make sure your pet does more damage then you do, this is easily done by equiping a melee weapon and click a monster like you are attacking and then pushing back, this might take a few tries before your pet actually runs ahead of you
do this until your pet is aggressive, now go to maguuma stade and leave and kill the scarabs around that area with the same build, your pet will take little damage so you are safe on your way to becoming dire, when your pet is about 15-17 depending on how much time you want to take and how safe you want to be. the rest of the way you should kill trolls outside drok, this is the hard part on not letting your pet die, you might want to equip sybiotic bond AND life bond, dunno if they really stack but it doesnt hurt
