The problem I see is that it's all over the place, in the sense that you've got degen, direct life steals both ranged and up close, and too much offensive energy management. You might wanna try to focus on one at a time to make it fully effective. Here's three builds that I use that use skills in your build but focusing on each's purpose separately insted of putting them all together.
Blood Nuking (Pure Blood) Lots of consistent, well maintaned damage through way of life steals. Works very well for both PvE and PvP

'Blind as a bat'. A build I made around the use of Sig of Midnight to maximize the effects of Spirit of Failure and Price of Failure. Basically a Warrior hate build that's pretty self explanatory.
