You don't try and maintain it, you blackout at opportune moments. For example, playing a Blackout Trapper: Should you hear your warrior calling an adren spike you would blackout the nearest monk as it was about to hit.
On the same note against caster spike, you can use Blackout to interrupt long casts like Lightning Orb, even through Mantra of Resolve, or Glyph of Concentration.

And I forgot to mention, it is also very effective against warriors. If you see a warrior that appears to have built up adrenaline for a spike, black him out. He will lose all of his adrenaline, and be unable to gain any more untill the blackout wears off.

True. IW Blackout is one of my favorite build in RA. Before I cast Blackout, I use distortion (almost at the same time) for warriors. If there no warriors, I cast on monks with flurry.

The only thing you gain from blacking out someone for 30 seconds is the laughs you get from keeping them locked down...but you are BO'd for the same amount of time and that seems worthless (I like to be able to cast to protect myself once in a while :P )
I have used it effectively as a warrior because I was not as concerned for my safety why BO'd and I could put out decent damage during the BO (works well against monks).

As mentioned you also lose all adrenaline, and can't gain any untill the Blackout wears off. As such, I would definately not advise running Blackout on a Warrior.

I just gave this a whirl in pvp and it is indeed awesome...I would think about taking this build down as it is overpowered...this could be the next IWAY....but for a team of mes...I love it and will use it for a while...
I never tried echo on blackout before...thought it was to cheap...but wow...that is all i can say.

that does suck that you lose all adrenaline, but isn't it better than having your face beat in every time you get someone blacked out?
I have found (while fooling around with BO) that as soon as you get someone blacked out they run. If you keep it up their teammates will be on you like flies on...well, they will be on you very quickly.
I am not saying that BO on a warrior is teh uber pwnage, but it seems to me that if you are going for a perma-black out, it would be the way to go. At least with a warrior primary you could do something (since warrior has the highest unassisted damage) while you are BO'd where as a mesmer you could slap them with your wand...

Blackout isn't a skill that you really want to make a build around. Sure have it for the right moment. But generally only have it in your skillbar if you know how and when to use it. In the hands of the inexperienced it will only hinder your performance.

Or you could just take a stance* and save your elite slot for something that actualy helps your team. (You can tell im not a SoM fan )

I used to use a Echo/Serpent's Quickness BO build. Could keep one person permanently blacked-out. Unfortunetly, with the recent increase in its recharge, my combo doesn't work so well anymore.

Cause if that's the case, then an IW build could lay down pain even after using blackout... [yow]

I used BO before in Random Arena in my IW build and I can tell you you can use a stance during the cast of BO, not after.... off course .
Stances can be used anytime (Same for shout) during a spell, preparation or any skills except another stance, which it cancels the last one.

I never did GvG or HoH but I check in Observation for some and I can tell I never seen one using Blackout. Its always E-Denial.

When i play my e-denial-Shutdown-Mesmer on balanced groups i always save it to last, as using on this combination:
Mind Wrack -> Energy Surge -> Energy Burn -> Sig of Weariness -> Blackout
for nice combination. Afterwards they are crying for those pesky mesmers who shutdowns.
Like example, use this build for IWAY orders / tainted to make em cry a lot.
