The second attribute quest is given by the same chick that gives you the Hero's journey quest in Droknar's Forge. I forget her name but she is right near the storage.

You need to do most of the quests in the desert at some point anyway...you'll find them while doing that. So I'd start walking.

Vanyi in Droknar's forge gives you one. You actually have to do a quest in the desert (visit 3 towns), then do one of the secondary attribute quests (but you don't actually have to switch), and then Vanyi will give you a second quest (about her sister and 15 att. points). If possible, map to Copperhammer, and the quest goal will be right outside.

The other is from Destiny's Gorge, and is also 2-part. The first part is to go find the snake dude's brother (Sliss Ysath or something like that). His brother then gives you the second quest, which actually gets you the att. points.

The first 15 att quest is in 2 parts:
1a. The Forgotten Ones - From Anelle Fipps in Destiny's Gorge. Find Sariss Yassith (Forgotten) in Skyward Reach. (East of Augury Rock and South of the Mesa.
1b. Forgotten Wisdom - From Sariss Yassith on completion of The Forgotten Ones. Find Siliss Yassith (Forgotten) in the Arid Sea. Head south through the portal then stay to the east and head south towards the mirage of the upright statue. Go up the hill and over the fallen statue to the plataeu.

The second 15 att quest is in 2 parts:
2a. The Hero's Journey - From Vanyi in Droknar's Forge. Got to the desert (Hero's Audience, Seeker's Passage, and Destiny's Gorge). Get the secondary path quests, and I think you have to complete at least one of them. Have to be Ascended.
2b. The Hero's Challenge - From Vanyi in Droknar's Forge. Have to complete The Hero's Journey first. Go to the Iron Mines of Moladune. Exit and follow Sanyi (Vanyi's sister). Follow her until she stops and transforms into a Mragga (sp?) defeat her and return to Vanyi for your reward.
