There are some skills that I just don't understand. I mean, is there anyone out there that actually uses this skill. It has an energy cost of 25 and you become diseased, for only doing a pathetic 37 max cold damage. Oh and target loses an enchantment. Woopee.

You can use skills like plaugue touch to transfer a nagative condition (diesease) to foes. Its quite useful.

Like many others here it seems, the skill description is wrong. It poisons you and does not inflict disease. You should go to the Knights Templar website for the most accurate skill pages.
At -4 degen that can last for a long time combined with rather rare condition removal skills (compared to hex removal) , poison is one of the best degens out there. Disease works as long but it is contagious to you and your teammates without Tainted Flesh protection. The damage is a bonus to the other effects it does.
The idea is to Plague Send (two second cast, 10% health "donation") or Plague Touch (1/4th cast in-close) the condition off of you and on to the opponent. There's no easier, non-elite way of sending poison for the Necro. However, once you send poison, you can stack it it with diesease for -8 total degen (max is -10, or 200 health over 10 seconds). If you have a Mesmer, poison stacks well with Conjure Phantom for -9 total degen.
Finally, poison is useful in Fragility builds where the enemy takes damage when the condition begins AND ends. So a NeMe build using Chilblains may have these skills working well together:
-Fragility (Mesmer skill to hurt them when conditions start AND end)
-Chilblains (You're poisoned)
-Plague Touch (transfer the poison to target, 37 damage plus the Fragility attack)
-Virulence (an elite that checks if opponent has a condition like poison, then stacks on Weakness and Disease, triggering Fragility two times)
So now, you have perhaps a Warrior walking around that's weak, poisoned and diseased for -8 degen, and Fragility (over -30 health damage with good stats) has been triggered three times to start and will trigger three times when the conditions end.
Chilblains is expensive, but it hurts them more than you.

Chilblains is expensive because it also removes an enchantment from all enemies in the radius. It's a great Necro spell but you have to manage energy wisely when using it.

Unlike Well of the Profane, you don't need a corpse to use it. Similarly, though, you can use it to indirectly remove an enchantment.
Spell Breaker = no way to directly remove it. Same goes for Obsidian Flesh. So you cast Chillbains and it no longer matters, unless they've covered their spell.
You need no ranks in curses to make full use of chillbains in that respect. In fact, since the cold damage is negligable, you have a shortened duration for the poison time by keeping your curses down.

Curses is one of the best lines for PVP though, I don't know why you would *not* run curses in a PVP build. Also the poison length works in your benefit if you Plague Touch right after Chilblains (you have to be next to them for Chilblains to hit anyway).

this spell is especially effective against the healer ball builds where the healers use lifebond blessed signet and healing seed to make a very tough ball... able to withstand even those minion master builds with 100 minions. only other spell that works consistantly is natures renewal.

For being an enchant removal, the range on this thing is insane. Plus, since it doesn't target an opponent, I would think this would have the potential to remove Spell Breaker and Obsidian Flesh.

Well of the profane can remove obsidian flesh I think, but this skill seems like the better choice

I use this skill and signet of agony and transfer the negative conditions (poisen,bleeding) with plague touch to start the degen then i normaly just cast life transfer to get my health back and then cast hexes like faithheartedless, life silphon, parastic bond and suffering this get up to about
-22 health degen if i do it all one after another ( not even healing breez can save them monks )

'Course, if they don't use Healing Breeze, you just spent a huge amount of time and effort to do a whopping 20 damage per second. Go you.
