I've been puzzling this one out for days, but I'm at a loss- why is this skill an elite? All i can see is an inferior version of Life Siphon. Am I missing something?

For a non-caster, there's no other way to get -10 degen on a target without it. Someone had an A/R build elsewhere that prepares Poison for the arrows, inflicts Bleeding with Sharpen Daggers (causes Bleeding after every Crit) and then layers this skill over them. You can spread -10 degen this way without using caster skills just shooting your arrows.

I still don't like this as an elite - it should at least give a 50+ point damage impact bonus as well, but what can you do?
