I really wish that people would search before they ask easy questions. This should be a discussion on the merits of said skill, not "Where can I find it? I'm too lazy to search."

Probably meant read this:

People say this skill sucks because it's not spammable, but it's really good because it can never miss and you can hit anything from anywhere
