Enervating charge + stoning + aftershock is pretty good. but it tends to suck against high armour players.

Strange, I was just in a mission (Aurora Glade) and some of the enemies there were using this skill along with Aftershock. Thank goodness they didn't have Enervating Charge, though...that skill kills my Ele too much. =(

It really sucks in Ettin's Back when the Thorn Stalkers combine with Fevered Devourers. the Devouerers cast a long weakness skill on you, and the Stalkers just hammer you with stoning and earthquake. SO annoying.

You can get this at Lions Arch easily, works great with a earthquake combo to knock em down then nail em with the stone.

Is it me, or does it seem unfair that stoning cost three times as much as stone daggers (15 vs 5) but does less than double the damage (76 vs 40)?

The knockdown effect without exhaustion is generally worth it, though it means keeping the target [weakened]. If you use Elemental Attunement as your elite to cheapen your Earth skills, it has the useful effect of cheapening your other elemental skills; Ennervating Charge provides a small amount of damage, and then a decent duration of Weakness, for the same price as Enfeeble.
With the advent of the Ritualist class, particularly over the PvP weekend where the builds were limited and many used templates, you could get a huge buff to your build in the form of Earthbind, causing each knockdown from Stoning to last 3 seconds.*
*Edit: Primarily talking in terms of arena usage.
