Evreyone tells me Xuekao has it but they changed him to sin's promise so could someone plz tell me which boss and where he is located to cap Way of the Empty Palm

Please note, that this site is in a constant state of being updated, as such, it's always possible that you could find an elite on a boss that's not listed. Do everyone a favor and submit it so others can find it in the future.

The problem is the quest it is only available on is a nonrepeatable quest. Since my mesmer had already done the quest, and then suddenly needed to cap WotP, it wasn't available outside of Maatu Keep anymore. I ended up tagging along and doing my mesmer thing with guildies who had the quest and had not yet completed it. I then was able to cap Way Of The Empty Palm.

As I recall, that boss does not spawn anywhere outside of The Halcyon Job quest at this time.
