Sorrow's Furnace (The war camp) in old Guildwar. The fastest way to get to him is doing Final Assault Quest. he always shows up at the end with one of the other ele boss. With a group of 4, he almost drops every single time. I have gotten 2 of his staffs and several of his wands/focus.

The first time my monk did Final Assault and beat it... Rago dropped his flame staff. My poor little elementalist was so happy!
