This is, by far, one of the greates skills available to a pvp W/N who specializes in curses. Think of it like this - I play a W/N Curses/Hammer/Strength toon. I use 4 good Hammer skills, 2 good curses, a rez sig, and THIS. Why this? All those annyoing Warriors out there who use swords and axes just had all of thier advantages turned against them. As soon as the bleeding stops, Swords are useluss, and the same with Deep Strike on Axes. So what if they attack faster than you? If they arent standing, they cant build up Adrenaline, can they? So they are on the ground, bleeding and Deep Striked (as well as anything from Crippled to Poisoned and anywhere in between), taking MASSIVE damage from your hammer, and they are completely helpless. Toss in a parasite or two, and PRESTO! You have one dead warrior, and one very happy alive one.
This is just a great skill overall. Its like Plague Touch on Drugs....Really, Really Good drugs.

It's like Epidemic, but not as good. Makes no sense to me why anyone would use that as your elite when epidemic sends your conditions to everyone else and doesn't even have an attribute so it doesn't matter what you're doing.

This and Epidemic act totally different (plaque puts yours on them, Epi puts theirs on the ones around them)...But are often used together in conjunction with Frag Mesmers.
1)You get Some Conditions on you - and then a Mesmer will cast Fragility on the selected target.
2) Then you Plaque Signet that person to put all your conditions on them and BOOM Fragility goes off on each condition.
3) Then use Epidemic to remove the conditions and put them on everyone near him, and BOOM Frag goes off again when you remove them. <EDIT IN: I don't know if its fixed yet, but a few months ago Epidemic wasn't removing the conditions off the person cast on, its probably been since fixed though>
The main way Necros could abuse this is with /mo and Martyr. They could Martyr to clean the entire team of conditions, and then signet them to the foe of choice, thats why its an elite. All other of their condition sending spells only effect 1.

that's what he said(although I had to read it a couple of times aswell to get the point)
plague signet is Elite to avoid people using it in conjunction with martyr. although if your in a well coordinated team and go Mo/Me or Me/Mo and use arcane mimicry on an allied necro with plague signet you could still use...erh...nevermind I guess plague signet doesn't count as Elite-SPELL (would have been fun though)
A N/Me would simply take the signet and arcane mimicry and copy Martyr off a monk or a Martyr Ranger (although the Martyr ranger is only used in IWAY as far as I know).

Draw conditions also works fine, also keep in mind you need to be in casting range to transfer them to enemy.

I'm pretty sure Mimicry can copy any elite skill. The problem I see is that Plague Signet has a 50% chance of fail below a certain req.
