Depending on the hexes you choose you can go hex heavy w/o an elite nrg management skill. After all Mesmers have what, like 25 nrg management skills available? Only a small proportion of those are elites. Before it's been tested, you cannot really dismiss the skill.
Power Block I will agree is too situational to justify it's cost/recharge. Some people swear by it. I guess it's a matter of playstyle.
Insecurity... I believe you mean Instability. The benefit of the KD is that it bypasses interrupt protection. Unless they have an interrupt protection and a KD protection on, they will get KD-ed. Mantra of Resolve does nothing to stop PInstability. Plus KD gives makes for some interesting combinations plain interrupt doesn't (like Earthbind, Brambles, etc.). But it's true, it is a strange skill. It is best used with Wailing Weapon versus Warriors/Assassins/Rangers.
