I've made 3 rangers in the past. My current one was made in Cantha, and it is much much easier to gain experience. You can reach lvl20 in half the time it would take you in Prophecies.
Check out the Ranger section of the build forum for different ideas. It depends on what you want to do really. I enjoy playing trapper.

It depends on what you want to get out of it.
If you want to have 100% exploration title from both Tyria and Canthas, then start at Tyria. From what I've heard, you must start off in Pre-seering to get 100% maping in Tyria.
If you want fast leveling, then as wsmcasey said, start in Canthas. If you wish to take your time however, then start in Tyria. The area is vast and you have plenty of time to get used to your Ranger before the real test begins.
You get more exotic pets in Canthas than in Tyria. You get the same amount of free skills either way (I think). Its easier to get skills in Canthas than in Tyria though.

If you want to level up faster, start in Cantha. If you want alot of free skills, start in Tyria.
I just started a new character in Tyria. When I went to the title screen, there is no tracking for exploration. My guess is that Pre-Searing does not count towards the exploration title. Not sure, but maybe that was changed when they made it possible for Tyrians to reach the starter island in Cantha.

Cantha is where I started. I wanted to make a trapper, I had all of the trapps and access to most of the outher skills in 2 days
on day 3 I ascended and was able to trap in UW with my friends.

i'm pretty sure you don't get the skill quests in tyria if you started at cantha. I could be wrong tho, haven't gotten the time to make my monk go there yet

I did a Tyrian and deleted her at L14.
I did a Canthan and deleted her at L20.
I am still looking out for a Dryadic/Elvish race to settle down with a ranger!
If you start as Canthan you can get *some* of the skill quests which occur after Lion's Arch in accordance with the storyline.

I just created a ranger a couple of days ago, I chose Tyria because I would rather take my time learning the character than rocketing to lvl 20 and jumping in at the deep end.

I alwyas make my chars in Tyria just to keep the skill pts from adding to be a hassle. I then take the boat to Canthan and buy the skills I need for a build.
Seems to work easier for me since you can take the boat at any lvl if your born in tyria, so make a tyrian char, get ran to LA take the boat, power lvl up from the many 3,000xp then go back to ascalon as a lvl14 and the quests are simple. do a few missions and accend.

I wanted another ranger a while back so I started one to play and move along the story with another person (this was a Tyrian char since it was before Factions was released). I also made a Canthan later on so I could play on my own pace. The person I was playing the story with eventually gave away her account.
My Canthan Ranger was lvl 19 and my Tyrian was lvl 8. I actually ended up deleting my Canthan ranger. There were two reasons I did this. One was that I thoght all the Factions male ranger armor was hideous. The second was that I didn't want to dish out all my money into buying skills.
What I ended up doing was doing most of the quests to lvl up and get skills until I got to Lions Arch. I then took the char to Cantha and power lvled him with hench. After that I took him back to Tyria and used him as a runner to skip past most of the missions and do the quests that gave skills as rewards.
Basically, if you want to lvl up quickly and have the money to spend on buying skills, go with a Canthan char. If you want to get as many skills as you can, then go with a Tyrian char. Even though a Tryian may lvl up slower, you can always take him to Cantha after you get to LA and power lvl by doing quests there.
