Rangers who use traps usually have high expertise so the skills cost less energy, and sometimes they use +15energy staffs for the energy boost.
The best at spamming skills would probably be Me/E with both attunements so they get most of there energy back from there ele attacks.

It's generally the +18 energy staff from prophecies that many know as the "trapper staff" + high expertise + EW + QZ. Along with all this, they likely aren't spamming Dust Trap (25e cost anyone?).
On a side note: Is anyone familiar with the FoW R/Me solo build? I've been trying to find it and the search is down. (again)

If you're talking about Trapper groups, it's the combination of the spirits Energizing Winds and Quickening Zepher, along with high Expertise and a staff for bonus energy. Otherwise its just high Expertise.

Actually, you spam it everytime it's recharged if you're Trapping. It won't cost 25 Energy if you're doing it right.

Fires in the East is a quest from Captian Arne in Ascalon City. Upon completion he gives you a staff that looks like this (without the mods, you have to mod it yourself)
with this staff and full druids you can get your energy to 50. like it has been said, high expertise + energizing winds + quickening zypher = plenty of traps. and yes, they are probably spamming dust trap. dust trap is a very important trap and if you can keep enemies from scattering it can be very deadly when stacked. 25 energy with 16 expertise only costs 9 energy. see this page on Expertise to view an accurate energy cost chart. with that said, goodluck to you.

EW= Energizing Winds, a spirit that makes things cheaper, but also increases recharge time.
QZ= Quickening Zephir, a spirit that reduces recharge but makes skills more expensive.
They both have better positive effects than the other has negatives, so they don't cancel themselves out.
