My Revised Necromaner Degen Build
The Vampiric Illusionist
From my responces on my last thread I have decided to try a new degen build, Ive thrown out conjure nightmare as it simply doesnt warrent the energy. I just threw this together a couple of minutes ago so I would love come comments on this.
Necromancer/Mesmer
Level: 20
Blood Magic: 12 (8+4)
Inspiration Magic: 10
Illusion Magic: 12
Mantra of Persistence (Inspiration Magic)
For 30 seconds, any Illusion Magic Hex you cast lasts 73% longer.
Energy:15 Cast:0 Recharge:15
Life Siphon (Blood Magic)
For 22 seconds, target suffers -3 Health degeneration, and you gain +3 Health regeneration.
Energy:10 Cast:2 Recharge:2
Conjure Phantasm (Illusion Magic)
For 12 seconds, target foe experiences Health degeneration of 5.
Energy:10 Cast:1 Recharge:5
Images of Remorse (Illusion Magic)
For 9 seconds, target foe suffers -4 Health degeneration. If that foe was attacking, that foe takes 44 damage.
Energy:5 Cast:2 Recharge:5
Accumulated Pain (Illusion Magic)
Target foe takes 30 damage. If target foe is suffering from 2 or more Hexes, that foe suffers a Deep Wound for 17 seconds.
Energy:10 Cast:2 Recharge:20
Offering of Blood [Elite] (Blood Magic)
Sacrifice 20% maximum Health. You gain 18 Energy.
Energy:5 Cast:0.25 Recharge:15
Blood Renewal (Blood Magic)
Sacrifice 25% max Health. For 10 seconds, you gain +5 Health regeneration. When Blood Renewal ends, you gain 160 Health.
Energy:5 Cast:1 Recharge:10
Resurrection Signet ()
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. You may use this Signet only once per mission.
Energy:0 Cast:3 Recharge:0

i dun get it....
why dun u jus be a me/n instead?
all that inspiriation for jus mantra of persistance? not worth it
replace it wit vile miasma
siphon degen builds dun need blood renewal imo, since u'll want to keep siphon on at least 2+ targets
ur other spells have long recharge, so u'll have time to rotate siphon between all 4 targets (random arenas)
phantom pain is great for necro degen builds imo,
cus while ur waiting for the 10s (count it down in ur head),
u can use that time to rotate siphon on the rest of the team
then when the deep wound kick in, use vile miasma for a quick finish
oob seems to be there solely to fuel mantra of persistance + phantasm...
and blood renewal there to cover the life sac of oob...
not very strong imo
i'd rather take off both, use life transfer and maybe inspired hex or any other inspiritation energy gain skill if u have to use inspiration at all
(i dun find that many energy probs as a necro degen)
inspired hex can actually be pretty powerful for a necro degen build
(stealing life transfer, wither, migraine, etc. rocks!! ^__^)
btw, have u done lots of actual testing with ur build?

I have played with it, and it puts alot of pressure up, and, since I dont have a mesmer I try to use this in the best way.
Oob is used to keep up mantra of persistance, but its used to spam siphons, remorse, and phantasms all over the place, since, with phantasm its easy for me to keep up 8 degen more than one target, but, for those moments where I want to take a specific target out, I use accumulated pain when I degen them.
Actualy, used correctly, Blood Renewal can keep you alive for a very long amount of time.
My problem with Life Transfer is that it acts like a spike degen, It doesnt last very long, and it can be easily stripped. It can make you a hard target to take down, but after that your degen is severly weakened.

Life Transfer sucks, its too long to recharge, it transfer more life than you need, and its an elite.
Drop Mantra of Persistance and the inspiration line and go with soul reaping or curses.
With Soul Reaping, you will gain energy for each fallen foe (your health degens will start to drop them over a long period of time).
Drop Accumulated Pain and use Phatom Pain instead. It is a health degen and it inflicts deep wounds when it ends or is removed.
As I said drop Mantra of Resistance and get either Parasitic Bond (Curse) or Vile Miasma (Blood).
This will give you health degens and cover hexes (with either a condition or health. )

I know life transfer sucks, I was trying to be polite. I usualy put whatever points I have left into soul reaping, but I see that 10 Inspiration is too much, as the rounding system will put persistance to 68%=70%. So, yeah, Ill work it out once again.
9 Inspiration Magic
7 Soul Reaping
12 Blood Magic
(sorry, I like mixing in persistance with the illusion hexes)
