Um, not really.
In the random arena, maybe. Otherwise, this is so incredibly wrong and has been so proven so in so many other threads. There are way better uses for that slot and more importantly, better uses for that one pip of energy regen. No one's targetting you till last, by that time, Mending is too late to help you. Plus, its not going to save you from 4 people trying to kill you.

I hope you're using Mending on your Monk, not yourself.

It's a decent skill if combined right. If you are running a protection monk using only enchantments such as Watchful Spirit + Mending you can maintain a +6 health regen.

I think it's safe to say that Infuse Health is possibly the worst monk skill in the game. Sure it keeps your ally alive a little bit longer, but it also takes half your health away instantly. And it has a relatively high casting cost of 10 energy. The last thing you want to do in nearly any situation is cut your life down to half as a healer. Unless you team up with another healer and cast infuse health on each other. But that's a waste of energy. And risky.

Infuse health is good because it's insanely fast and powerful (same speed as rof).
It's the perfect anti-spike counter for healing monks. It's not energy efficient but it is fast.

I love this skill as I use a vampiric sword, so it stops me having to keep switching weapons inbetween fights.

Mending is used to run between areas in pve.
It absolutely sucks otherwise.

Yeah. If I want to pace myself healing, I'll use Signet of Devotion. Other than the occasional knicks gotten like running to the Seer, why use this?

You could theretically hit 18 but that doesn't make mending a +5 I don't think.
this would be done by:
12+3(superior rune)+1(head piece)+1(a +1 20% chance item)+1(another +1 20% chance item)
The chances of reaching 18 arn't very high although you hit 17 pretty often.
A few professions can get a skill up to 20 but that is only necros and elementalists. (they have a skill that temporarly increases an attribute by +2)

Exactly this is what i do:
Im a monk with a sword i cast mending + watchful spirit gives me constant regeneration of +6
Handy for sprint and fights, since i use a axe for dmg and not enegy costing stuff and i still got +2 enegy regen what is the same amount a warrior would normally have

I'm also wondering from what quest you can get Mending?
Of course, I could always buy it from Orisic in Yak's Bend, but it'll cost me about 300g

You get it from Zain in ascalon. The helping the people of ascalon quest.

You can only get this if you activate Zain's quest as a monk (primary or secondary). First, this skill is very useful in Diviners Accent where I solo farm sand drakes. Secondly, the reason that most PvP W/Mo use it on themselves is because the PvP paladin build info tells them they should. Lastly, this is a great help in the beginning of the game. Most enemies in ascalon will not be able to cause damage to you.

This is a rather foolish statement. I use it everytime I farm in Augury Rock for numerous reasons. It offsets my vamp axe. It heals me while I gather the baddies for their herding and slaughtering. It works so well that I have dropped healing breeze from my farming skillset since I no longer need it.
Mending (3 pips) + Live Vicarously (9 health per hit) + Vamp Axe (3 health per hit, -1 pip) + Vigorous Spirit (9 health per hit) + 30 Griffins/Minotaurs + Cyclone Axe.
I frequently drop down below 100 HP just to come up to full health with one cyclone axe, but I wouldn't even herd the baddies together fully if not for mending.
BUT, that is a very specific instance. In day to day PvE situations, healing breeze far outstrips this and I can't speak for PvP since I don't.
