My Warrior just turned lvl 19 and I was wondering When is the earliest that I can get some elite skills. I am at bloodfen now.

I thought there was a couple elites before that, from random bosses within missions.

Nope, it's specifically Crystal Desert and onward for Elites. You can cap from earlier bosses and get skills that aren't available at the skill trainers yet, but no Elites.

well technically, you could take the eastern exit from Beacons Perch into Lornars Pass and cap some elites there...but good luck with that.
edit
on a side note, one of my personal favorite skills can be capped in Kryta, but can only be found on skill trainers in the southern shiverpeaks and ember light camp: Riposte. You can cap it from the Warrior boss in the Divinity Coast mission.

If you get runned to Droknars, you can take advantage of the higher-level henchies to help you farm elite-caps.

I got my first elite from Clobberhusk (Defy Pain), he's just outside Beacon's Perch in Lornar's Pass, it wasn't easy with henchmen at level 15 or something though
