How much faster do the adrenal skills charge if this is on?

I am pretty sure it was double.
If you are a Sword Warrior early in the game but don't want to risk a Frenzy to build Adrenaline, this skill is a good replacement until you get Flurry.

Since "For great justice" is a shout you can use it while in/before a stance (like with flurry).

In how far is Flurry better than this (if skill restrictions only leave one slot open and you can't get both and need to decide). Flurry description is also very vague, does it build adrenaline faster? You seem to go through a lot of energy with flurry (5 every 5s).

Personally this skill never really helped much, even when I did have it in my skill bar. From the time I entered battle to the time I could use my adrenal skills, it took up about the same amount of time even with "for great justice" on. If you want fast adrenaline (and are a w/mo only!) Use balthazar's spirit. It's an enchantment that makes it so, when you get hit, you gain energy and adrenaline. I use two enchantments at once, so I don't have any energy regen, but Balthazar's spirit gives me more than enough.

I'm fairly certain it's +1 strike of adren per hit. With Battle Rage and For Great justice both active, I seemed to get 3 strikes her hit. This skill, however, only stays on for 1/3rd the time. Flurry, on the other hand, is 33% increased attack speed, which can be on all the time, though it takes five mana a second. So, over the course of a 45 second long battle, using just For Great Justice would give you (15 * 3/4 * 2) + (30 * 3/4) = 45 strikes of adren for 10 mana paid at the very beginning, and flurry would give you (45 * 9/8) = 51 strikes of adren for 45 mana paid 5 every 5 seconds. Or, you could just not use either, and get (45 * 3/4) = 34 strikes of adren for 0 mana.
Still, for my build, I perfer flurry because the strikes are more constant - with For Great Justice, you get a huge influx at first, then suddenly, you are getting half as much. But still, the useful part of For Great Justice! is that, if you use an adrenal skill and hit, you gain a strike of adren. Normally, you lose one for using an adrenal skill, then gain one for hitting. Since you're gaining two per hit, that nets you an adren, making it so using skills doesn't hamper your ability to gain adrenaline to use other skills.
Personally, I think Balthazar's Spirit is completely worthless for adrenaline gain. With moderate smiting skill, you get about 1/3 of a strike of adren every time you are hit, and as a warrior, I rarely get hit. In PvP, I'm attacked last. In PvE, unless I manage to block in the enemy, the casters are always targetted by their meleers first. Unless I'm fighting trolls/bulls, which are programmed to be stupid and attack the first thing they run into. Relying on being hit for increased adren gain is a rather bad strategy, in my opinion.

Well, that is if you're a warrior. With my farming monk build I'm out there solo getting smacked by 2-5 enemies at a time. So that 1/3 a hit of adren starts to look pretty attractive.
I've heard good things about using Bonetti's Defense with a farming monk and I'm working on switching to Mo/W presently.
Because I'll need to get 8 adrenal for Bonetti's, I'm curious, do you normally only get adrenalline from hitting and not being hit? Do you need a skill to give you adrenalline from being hit?

You get a tiny amount from being hit. Bal's Spirit increases this amount.

It's been a while since I had this skill in my skill bar and I have taken a little break from Guild Wars as well. So Iam a little out of date on this skill.
So please help
Does it affect party members ? If so does it have the same range as Watch Yourself ?

Doesn't affect party members, so no range.
Thankyou for your time,
Rusty.

It's actually not double, it's 150% more adrenaline.

:S then why does it say:
for 15 seconds, your adrenal skills charge twice as fast
?
surely that implies doubleness?

Lies!
Their descriptions are flawless.
Can ANET help it if the skills are broken?
</sarcasm>
[See Mist Form prior to fixing, Crystal Wave, Aura of the Lich, Virulence, and probably a ton of other skills that could use rewriting.]
Seriously though, to clear up any doubts, I urge anyone who hasn't yet to read: http://guildwarsguru.com/forum/showthread.php?t=49539
