This is one of the assassin skills avialable right from the mainland, at Kaineng Center according to Wiki.

This is a VERY popular Assassin skill, as its one of the ones that allow you to skip chains in the combo and go straight to offhand and then dual attacks.

One of the builds is to use "Shock" to knock them down and then do Falling Spider (thus skipping lead attack) and then Twisting Fangs or Horns of the Ox.

Very few assassin builds rely on Lead Attacks nowadays because of this skill, and Golden Pheonix Strike (another offhand that doesnt need a lead attack).
