Tribute to Balthazaar
I have tried to offer 1 platinum to spirit of Balthazaar intemple of ages, but he tells me I have not ascended, and basically to go away until I am.
Can anyone tell me what this means and how I can overcome please Cheers

this means you need to complete the 3 desert missions (elona reach, dunes of despair, and thirsty river) then return to augury rock and defeat your doppleganger. upon defeating him, you will be "ascended" and will have access to UW and FoW.
