Equipment:
A bow with either a poisonous bowstring or a barbed bowstring. I've been using Elswyth's Longbow.
Summary:
This build is designed around the 3 major food groups of conditional degen. Fire, bleeding, and poison. Before a fight activate Apply Poison then, open up with Burning Arrow. Opening with Burning Arrow should bring the enemy into earshot range and that is when you use Screaming Shot. Getting blocked is a perfect time for Splinter Shot.
Notes & Concerns:
Pros:
- Good damage dealing.
- Both Screaming Shot and Burning Arrow do damage on impact as well as degen.
Cons:
- Eats energy after awhile.
- Being dodged or evaded can give you a headache.

Equipment Note: Rotwing's Recurve Bow and Full Druids will help your energy problem. Since degen is the focus and not damage, the +5e from Rotwing is pretty justified.
Build Notes: Burning Arrow is terrifying, and my Ranger has fallen in love. You can try subbing in Choking Gas and get interrupts in as well (For oh say, Ghostly Hero?).

The reason I posted this is because everyone and their brother uses Barrage. Barrage is a good skill don't get me wrong I just think its a wee bit overused especially, when there are other good skills.
Jeff Highwind I completely forgot about Rotwing. Thanks for mentioning it!

much more energy effective to use barb and poisen arrow. You will only need 9 expetise, but you will have to raise your ws. Makes troll urgent effective also.

If he is already having energy problems, I doubt using a 15 energy spell (thus not affected by expertise) would be a very good option.

For the "optional" slots try Whirling Defense and Distracting Shot.
I use a simular build, but i use Hunters shot in place of Screeming and Crossfire in place of Splinter.
But hey, thats just Me.
PS also when I have Jin with me I drop hunters and run her with Barbed arrows and Poison Arrow, then we just spread the Degen Love.

Yea, I love Burning Arrow, awesome skill. Here's the build I made(can be used for PvE, but also very effective in small scale PvP like RA):
Expertise: 14 (+1+2)
Marks: 14 (+3)
WS: All you've got left (+1)
Burning Arrow [E]
Screaming Shot
Savage Shot
Apply Poison
Pin Down/Favorable Winds
Troll Unguent
Whirling Defence
Res/Storm Chaser
Damage, Degen and Pressure in 1, priceless :>

Tested it in PvE and it's a godsend against monks. Chaining Burning and Screaming you get about 150 damage in 2 hits with -10 degen coupled in against a lvl24 monk monster. If you got the higher ground, you can be even more terrifying due to focused fire on the head. The best thing about Burning is that the burning lasts for 5 seconds, so you can KEEP Them on fire as well.
Energy is a problem, so equip yourself with Druids/Radiant armor with a Rotwing Recurve Bow and have a Zealous bow as backup for recovering. With Expertise at 12~13 you shouldn't be having problems but when you got tough targets it's best to have a backup.
For the optionals, I packed Throw Dirt and Whirling Defense simply because you don't have any defense listed. Stranger Ranger's idea for Pin Down would be good if the monk kites but with a Recurve and being in Earshot kiting is relatively tough. If Kiting is still a problem, pack Seeking Arrows and it's GG folks.

On the note of posts though, I do not see any synergy between Mark of Rogdort and Barrage. Rogdort is guarenteed AoE while Barrage depends on adjacent targets. If you wanna spam damage, just bring an Echo.

I used something very similar to take down Varesh the first time. Think I went with Burning + Apply Poison + Screaming Shot for that wonderful nasty degen we all love.
That was way before, when there were three people in the mission outpost. Works like a charm on high priority single targets, not so useful as a solo vs. the world thingy. But if there's something that you need to take down and take down fast - w00t!

Tested this again by adding Serpent's Quickness. Helps deal with the abhorring recharge of Screaming Shot and makes you close the gap between Burning times alot easier.
